Picture nails were very popular a century ago, and are currently making a comeback.  Although most houses had picture rail moldings from which to hang pictures, there were always those places on stairwells and other places where it was more feasible to use a nail.  The screw or nail is inserted into wall, and then the decorative cover is placed on the head of the screw or nail.
